“foster parent” means a person is a child’s foster parent if

(a)           the child has been placed with this person under section 22C of the Children Act 1989 in a placement falling within subsection (6) (a) or (b) of that section (placement with local authority foster parent),

(b)           the child has been placed with this person under section 59(1)(a) of that Act (placement by voluntary organisation,

(c)           the child has been placed with this person under section 81 of the Social Services and Well-being (Wales) Act 2014 in a placement falling within subsection (6)(a) or (b) of that section (placement with a local authority foster parent),

(d)           the child is fostered privately by this person, within the meaning given by section 66(1)(b) of that Act.
